HR SPEC (TITLE 5)

As an HR SPEC (TITLE 5), GS-0201-7, As an advanced trainee, the incumbent assists higher-graded personnel specialists in the performance of their assignments in two or more of the specialized personnel series. 1. Assignments are designed to provide further experience and familiarity with the work of the office. Assists higher-graded specialists in projects of limited difficulty in order to become familiar with the analytic and judgmental aspects of the work and the appropriate use of applicable techniques and methods in at least two or more personnel management areas. 2. Performs other duties as assigned AREAS OF CONSIDERATION:

Experience:
The seven basic qualification competency factors are applicable:
-Skilled in collecting and analyzing data effectively, efficiently, and accurately; -Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; -Ability to write English in reports and presentation formats; -Ability to communicate clearly and effectively; -Skilled in presenting formal training presentations and briefings; -Ability to assess body language and perceive emotional and/or distress levels; and, -Skilled in applying procedures and directives by reading and interpreting program material. Experience:
Experiences that prepared the applicant to perform the duties of the position. Should have at least one year of basic knowledge and working experience in personnel programs gained as a volunteer, in a classroom, or as a trainee. Have basic knowledge competency of human resources business elements and can discuss terminology, concepts, merit principles, and issues related to this competency. Experienced in using reference and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer, utilizing multiple computer programs, and performing keyboard functions. Must have at least three months experience, education, or training which provided a basic working knowledge of personnel programs.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
