Supervisory Social Worker HUD-VASH

The HUD-VASH Program Coordinator supervises program staff, duties may include orientation and training; assigning caseloads, and monitoring clinical care using a clinical acuity model. The Program Coordinator is responsible for tracking utilization of HUD-VASH voucher, reviewing work performance and completing all required performance reviews; building and maintaining effective partnerships with Homeless Continuum of Care (CoC); multiple Public Housing Authorities (PHA)/ city, county, and state governments; and many non-profit organization involved in homelessness. The HUD-VASH program at VA Portland Healthcare System (VAPHCS) serves a very large catchment area. HUD-VASH is divided by geography into six teams that includes Rural North Team, Two Rural South Team, Multnomah County West Team, Multnomah County East Team (Fairview Community Based Outpatient Clinic CBPC ), and Central Oregon Team (Bend CBOC). The selectee will be responsible for one team. Duties include but are not limited to the following:
Coordinating and monitoring a team of HUD-VASH Social Workers and Professional Counselors and other staff as applicable. Establishes guidelines and performance expectations for staff, communicates guidelines and performance expectations through formal employee performance management system. Observes workers' performance, conducts work performance evaluations, provides feedback. Resolves informal complaints and grievances, develops work place improvement plans, recommends personnel actions as necessary. Reviews, approves and disapproves leave requests. Establishes and maintains process for referral, evaluation, and admission to HUD-VASH Manages and ensures an even distribution of caseloads with consideration to the CTI models of care. Determines current staffing needs as the Veteran population served can change over time. Facilitates huddles, clinical case reviews, and staff meetings with assignments for follow-up action. Ensures implementation of Housing First principles consistently across assigned HUD-VASH team. Works closely with multidisciplinary team whenever possible to expand the provision of support for Veterans to improve stability and housing retention. Monitors frequency of clinical contacts based on stage of case management being provided using HOMES and other databases to ensure policy adherence. Engages in community outreach and developing community partnerships, particularly with the local Homeless CoC. Coordinates with the local PHA to provide streamlined and timely processes HUD-VASH voucher utilization which includes referral process, voucher issuance and the leasing process. Builds effective relationships within the Mental Health Division and across multiple departments in the health care system. Work Schedule:

Social Workersmust be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education:
Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. Experience:
Two years post LCSW with supervisory experience. Grade Determinations:
Supervisory Social Worker, GS-12 Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities. References:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
