Legislative Administration is looking to add two, full-time Information Systems Specialist 6 - Programmer/Analysts to the Information Services team.
Legislative Administration supports the Oregon Legislature, promotes access to the legislative process, and provides efficient, effective, accountable and customer-oriented services to all legislators, legislative departments, the public, and other government agencies.
Information services is a unit within Legislative Administration. Information Services provides efficient, effective, accountable and customer-oriented Information Technology (IT) and Media services and systems that are essential to the operation of the Legislature. Information Services manages the Legislatures IT infrastructure, manages IT equipment inventory, develops or purchases and maintains legislative applications, provides IT consulting services, provides support for IT products and systems and provides audio recording and televised coverage of legislative meetings and events.
This position is located in the State Capitol in Salem, Oregon. Oregon's Capitol, is located in the heart of the Willamette Valley. Because of its proximity to Portland, its outstanding outdoor recreation, and the addition of high technology industries, Salem is in the midst of sustained, steady growth. Many who live in the Salem area do so because of its family-friendly ambiance. With coastal mountains and the majestic Oregon coastline to the west, mountains and lakes to the east, an abundance of rivers surrounding it and the state's largest city an hour to the north, Salem offers something for everyone.
Please note: The salary listed above includes total compensation which includes a salary of $55,176 - $79,356 plus medical and retirement benefits equaling approximately 39%
DUTIES &
Responsibilities:
DEVELOPMENT
In coordination with Project Managers, Advisors, IS Management and Technical Leads, conducts application development to meet the needs of the business. Analyzes user requirements and functional specifications as provided by the project team, and translate them into technical specifications and functional systems. Conducts walkthroughs of applications to ensure compliance with design specifications and standards. Creates or reviews, and maintains design and technical documentation for development and enhancement projects.
Develops software systems and programs, and modifies existing programs. Develops technical specification, or receives technical specifications from technical leads. Develops new systems from functional specifications prepared by others, creates system documentation and participates in testing and deployment.
Provides input in the preparation of test data, completes unit testing and participates in integration testing. Provides peer code review of other developers work.
PROBLEM RESOLUTION
Responds to complex requests, problems and questions. Resolves time sensitive problems that affect legislative agencies and system users in a timely manner in an effort to limit the impact to the legislative business. Monitors applications and works with other IS team members to optimize systems to minimize failures and downtime. Displays strong customer service and communication skills and ensures all parties impacted are continually apprised of the progress on problem resolution. Diagnoses problems, corrects and/or works with other IS staff to implement and coordinate solutions. Tracks and reports problems and changes and prepares technical documentation.
QUALIFICATIONS, REQUIRED & REQUESTED SKILLS:
MINIMUM QUALIFICATIONS
Four (4) years of current experience as a Programmer with in-depth problem solving, troubleshooting, estimating, research and programming experience; AND
BA degree Computer Science or related field; OR
Combination of experience and education that demonstrates the ability to perform the job.
An underfill hire will be considered for candidates who do not meet all minimum qualifications.
KNOWLEDGE AND SKILLS:
Strong programming and analytical skills.
Experience designing and writing C#, HTML, JavaScript, and CSS.
Experience with some or all of the following technologies is preferred: ASP.Net MVC, JQuery, SQL reporting services, SQL Server Integration Services, Windows Presentation Foundation, and Microsoft SharePoint.
Ability to write clear, concise technical documentation.
Ability to translate complex business requirements into well-engineered and integrated technical solutions.
Ability to test computer programs or computer systems to verify accuracy and completeness.
Exceptional troubleshooting and problem resolution skills.
Effective communication skill and experience in oral and written communication.
Ability to create and implement effective partnerships.
Ability to work and serve effectively with management groups, staff members, and vendors.
Ability to work in a team environment.
Demonstrated skill in the analysis of complex written materials.
Must be able to handle multiple tasks and projects simultaneously in a fast paced environment.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
