THE AGENCY : We provide statewide leadership for all elementary and secondary students in Oregons public school districts and education service districts. Responsibility also extends to public preschool programs, the state School for the Deaf, regional programs for children with disabilities, and education programs in Oregon youth correctional facilities.
THE UNIT : The Early Learning Division was established in July 2013 as part of the Department of Education by the 2013 Legislature. As part of theGovernors P-20 Education Initiative, the Early Learning Division is driving efforts to integrate and streamline existing state programs for at-risk children ages zero through six and ensure all children are ready to learn when they enter kindergarten.
The Office of Child Care (OCC) is within the Early Learning Division which is a division of the Department of Education. The Office of Child Care's major responsibilities include child care licensing, managing the federal Child Care and Development Fund (CCDF), and supporting the statewide child care professional development and quality improvement efforts. Staff members are located in a central office in Salem and in field offices in various parts of the state.
THE POSITION : We are recruiting for a limited duration Research Analyst 4. This Limited Duration position ends June 30, 2015, but may be extended pending Legislative approval. This position is located in Salem, Oregon and is classified and represented byService Employees International Union (SEIU).
Duties &
Responsibilities:
This position coordinates research projects within the Early Learning Division.
Duties include:
Research Coordination
Identify areas of research and design research methodology. Write and develop research grant applications. Plan and manage research projects involving the statistical analysis of data. Develop procedures to verify quality of data and results of research projects.
Data Collection and Evaluations
Provide periodic audits of data collected by programs to assess quality and efficacy of data. Identify gaps in current program data collection and develop recommendations for filling those gaps. Provide recommendations on assessments used by Division programs.
Best Practices and Early Child Development Research
Monitor current national research on early child development and early learning. In response to needs identified by the Director of Policy and Research, write and develop literature reviews on early childhood.
External Evaluations and Research Project
Oversee evaluation of Early Learning Division programs and initiatives by external evaluators. Oversee vetting of external research projects involving Early Learning Division programs and initiatives. Act as a liaison for the Early Learning Division with Oregons research community. Represent the Division at the Child Care Researchers Partnership.
WORKING CONDITIONS
This position requires occasional travel throughout Oregon and possibly out of state to attend education initiative meetings and public events. Occasional attendance at meetings before and after regular working hours and on weekends will be required. This position represents the agency at meetings with board members, legislators and legislative staff, stakeholders and partners, the Department of Administrative Services and the public.
Qualifications, Required & Requested Skills:
MINIMUM QUALIFICATIONS
A Bachelors Degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects.

Five years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the five years must have included coordinating complex research projects.
Requested Skills:
Knowledge of early child development or early education.
Knowledge of quantitative and qualitative research methods.
Strong written and oral communication skills.
Ability to translate data graphically.
Ability to translate research for policy-makers, program specialists and other non-researcher audiences.

The check will bounce and the victim is left responsible.
