DESCRIPTION:
The Legislative Administration Committee is a statutory joint legislative committee. See ORS 173.710. The committee has a continuing existence and functions whether or not the Legislative Assembly is in session. The committee selects the Legislative Administrator as its full-time executive officer, and the Legislative Administrator employs legislative committee support, facilities, information technology, financial, human resources and administrative support staff. The Office of the Legislative Administrator coordinates administrative operations of the Legislative Assembly and the State Capitol in order to ensure efficient work flow, develops standard formats for legislative manuals and interim committee reports, reviews legislative organization, rules and procedure in cooperation with Legislative Counsel in order to modernize legislative operations including continual study and review of technology changes.
Information Services is a unit within Legislative Administration. Information Services provides efficient, effective, accountable and customer-oriented Information Technology (IT) and Media services and systems that are essential to the operation of the Legislature. Information Services manages the Legislatures IT infrastructure, manages IT equipment inventory, develops or purchases and maintains legislative applications, provides IT consulting services, provides support for IT products and systems and provides audio recording and televised coverage of legislative meetings and events.
DUTIES &
Responsibilities:
NETWORK ADMINISTRATION:
Receives upgrades and modifications to established network hardware and software infrastructure configurations, including LAN and WLAN network administration. Installs and configures infrastructure equipment, some of which are new to the industry. Network is distributed throughout the agency and connected to the statewide network and the Internet, with multiple entities in the workflow. Reviews specifications and documentation accompanying new and upgraded systems for installation procedures. Evaluates researches and resolves potential conflicts between multiple vendor products that may be caused by installation. Documents changes by writing narratives and establishes and documents procedural steps.
Monitors network according to policy and makes recommendations to improve performance to ensure efficient operation. Monitors error messages, traffic and capacity on network hardware and software. Monitors daily operation and system performance and tunes the system according to established procedures to improve performance; maintains documentation for management of the network. Responds to major network problems that may affect access and disrupt operations throughout the Legislative Branch. Researches reported problems, contacting multiple vendors as necessary, and takes corrective action in a time frame sensitive to the magnitude of the disruption.
This position receives direction from the IS Operations Manager, documentation, or vendor to complete the work. Will independently trouble shoot problems using the resources above.
SYSTEM ADMINISTRATION:
Co-manages Microsoft Active Directory Infrastructure; server roles, login scripts, user accounts, group and user permissions, and email accounts,. Co-manages VMWare vSphere infrastructure; deploying new hosts and virtual machines and maintaining existing servers within the VM framework. Monitors filer-based disk quotas for user accounts. Receives upgrades and modifications from vendors to configure systems; including server firmware Operating Systems, server side and client side applications as required. Installs, configures and upgrades operating system software, system hardware, some of which are new to the industry. Reviews specifications and documentation accompanying new and upgraded systems for installation procedures. Evaluates researches and resolves potential conflicts between multiple vendor products that may be caused by installation. Documents changes by writing narratives and establishes and documents procedural steps.
Responds to major server side failures that may affect access and disrupt operations throughout the Legislative Branch. Researchers reported problems, contacting multiple vendors as necessary, and takes corrective action in a time frame sensitive to the magnitude of the disruption.
Client side work stations: Responsible for the centralized deployment and monitoring of security updates and software packages to client PCs. Responds by testing and troubleshooting client side installation problems as they occur.
SECURITY:
Routine security, including access controls, management, threat monitoring and response, and risk mitigation measures. Monitors systems for intrusion or increased risk of intrusion. This work is done for multiple operating systems, vendors, devices on our network such as switches, Wi-Fi and appliances, and other communication encryption such as WPA/WPA2 and NAP. Also business applications using technology that maybe new to the agency and to state government.
Establishes procedures and monitors compliance for physical security of computer room.
TACTICAL PLANNING:
Provides project planning for improvements of: network, server hardware, and computer room enhancements; enhancements to installed enterprise desktop technologies (hardware and software) and for addition of desktop technologies new to the agency. Evaluates and assists in planning the installation of new hardware and software products. Must consider internal users, external users from other agencies, as well as public access, and remote access. Consults with Information Services staff and customers regarding system requirements, capabilities, trends, and possible enhancements. Conducts feasibility studies for projects and provides Senior System Administrator and/or IS Operations Manager with results. Provides technical information and specifications for acquisition decisions. Builds implementation plans which may involve multiple vendors and cross agency cooperation. Procures hardware, software, parts and other supplies, as needed.
PROBLEM RESOLUTION:
Receives service calls from customers having problems with network client systems, or escalations from technicians having problems with personal computing equipment, network systems and network servers.
This position is resource for resolution of the most critical network and installation problems. These systems and services provide access to multiple data base management systems and hardware devices. Uses diagnostic skills to isolate cause of failure and determine if failure is hardware or software related. If problem is hardware related, consults with multiple vendors and replaces failed component or requests a service call. If problem is software related, provide a permanent solution or devises a temporary fix to keep users on-line. May contact vendor to determine and/or provide a more permanent solution. Ensures that appropriate diagnostic output is available for vendor. May involve conflict resolution between multiple vendor products. Communicates problem resolution status to Senior System Administrator and/or customer advisor and/or IS Operations Manager.
QUALIFICATIONS, REQUIRED & REQUESTED SKILLS:
MINIMUM
Qualifications:
Four (4) years of professional consultative, technical, or administrative experience designing, constructing or analyzing information systems with an emphasis on infrastructure support while providing expert level advice and leadership in planning, development, coordination, and implementation of solutions; AND
Associates Degree (2 year) in Computer Science, Business Administration, or a related field; OR
Combination of experience and education that demonstrates the ability to perform the job.
KNOWLEDGE AND SKILLS:
Extensive knowledge of network infrastructure, Wireless, network operations, system administration, network security and data management.
Extensive knowledge of software and hardware installation, configuration, maintenance and support.
Strong knowledge of Voice over Internet Protocol (VOIP) technologies.
Exceptional troubleshooting and problem resolution skills.
Experienced working in high performance work teams.
Extensive knowledge of Windows Server operating system.
Strong project management skills.
Must have ability to communicate effectively verbally and in writing with a variety of audiences.
Must be able to analyze complex technical situations and solve problems creatively.
Must work effectively with staff, coworkers, management, legislators and vendors.
Must be able to handle several tasks and projects simultaneously in a fast paced environment.
Knowledge of Linux and Unix
Knowledge of Virtualization Technologies

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
