We are seeking a Healthier Oregon and Systems Analyst to join our Office of Developmental Disabilities (ODDS), Policy Unit team.

Education in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or health, human, or social services, or similar degree will substitute for experience based on the following:
Associate degree in any of the listed areas substitutes for 18 months of experience.
Bachelor's degree in any of the listed areas substitutes for three (3) years of experience.
Master's degree in any of the listed areas substitutes for four (4) years of experience.
Doctorate degree in any of the listed areas substitutes for five (5) years of experience.

Professional level written communication skills.

Your duties at a glance The Policy Unit of the Office of Developmental Disabilities Services (ODDS) is responsible for developing programs, establishing new policy, writing administrative rules, and providing administrative oversight for programs assigned for implementation.
Our staff regularly work with the other ODHS programs, commissions, advocates, people with disabilities and their families, local governments, contractors, service providers, case management providers, and the public.
Our responsibilities include legislative analysis, development of legislative concepts, and preparing reports to the legislature upon request.
In 2021, the Oregon Legislature passed a bill to create the Healthier Oregon program ( House Bill 3352 ).
The state launched the Heathier Oregon program on July 1, 2022.
The purpose of this program is to bring Oregon closer to achieving health equity and to better lives across the state.
The first year, benefits were available only to adults ages 19-25 and 55 and older.
People outside of those ages were only eligible for emergency coverage.
As of July 1, 2023, full Oregon Health Plan benefits became open to people of any age or immigration status.
As the Healthier Oregon and Systems Analyst, you will be the sole subject matter expert and analyst focusing on Healthier Oregon within ODDS.
This includes:
Focusing on the impact to Intellectual/Developmental Disability (I/DD) community within Healthier Oregon.
Working with other ODHS programs, the Oregon Health Authority (OHA) and the Oregon Eligibility Partnership (OEP) to ensure cross-program rules, communications, and IT systems address and include the intellectual and developmental disability (I/DD) population.
Analyzing proposed legislation.
Proposing new legislative rules and rule revisions.
Training staff on Healthier Oregon program processes.
Making rule recommendations to ODDS executive and program leadership.
Working conditions You must have a valid license to drive, and you must have and maintain an acceptable driving record.
Working remotely will be considered in filling this position.
Your official workstation will be at our Salem office but the opportunity for remote work at a local office or other remote location will be considered depending on work performance and business need.
The ability to report to Salem is required when business or operational needs are dependent on onsite activities.
You will travel throughout the state.
You will work in an environment with a variety of deadlines that can't be altered and may require extended hours during peak periods.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
