Who we areThe Office of the General Counsel (OGC) is part of the Office of the State Court Administrator (OSCA) at the Oregon Judicial Department (OJD).
We provide comprehensive legal assistance as general counsel and legal advisor to the OJD.
Our services include:
providing legal and policy review, analysis, and advice; coordinating litigation of tort claims and other matters filed against OJD; answering legal questions on a range of areas affecting court operations and administration to comply with the law and reduce risk for the OJD; reviewing judicial branch policies; preparing, negotiating, and reviewing judicial branch contractual agreements with private-sector businesses and other state and local government entities; advising courts on subpoenas and public records requests; and providing judicial education to enhance judicial branch functions.

The annual salary for this position is $136,982 - $212,505.

Position HighlightsWe are recruiting for an experienced, proactive, executive-level leader to be our next General Counsel.
In this dynamic role, you will manage a high-performing team in the OGC, including attorneys, analysts, and management assistants.
You will also direct and provide legal advice and services as well as develop policy for the OJD.
In supervising and coordinating OJD's legal team, you will develop and maintain techniques, procedures, methods, communications, statistics, and reporting structures that inform the State Court Administrator of activities and progress of the OGC.
You will manage the OGC either directly or through other supervisors, including its administration; budget preparation; assistant general counsel support; work assignment and prioritization; and consultation, review, and approval of assistant general counsel work.
As OGC's leader, you will be responsible for the oversight of both experienced and newer OJD employees, and will spend significant time ensuring employees receive regular coaching, professional development, guidance, and development opportunities.
As part of the OSCA leadership team, you will regularly meet and work with other OSCA leaders to further OJD's commitment to continuous improvement.
This entails weekly participation in leadership meetings, frequent collaboration and communication with other OSCA leaders, and active participation in team-building exercises that promote a positive, cohesive, productive work environment.
Your risk and litigation services will include managing all litigation and tort claims directed against or on behalf of OJD, providing legal and policy analysis of claims, and coordinating OJD representation with DOJ and private attorneys.
You will recommend strategies, respond to cases significantly impacting judges and court operations, and communicate litigation status to judges and court employees.
This will include settlement, mediation, and legal review of settlement agreements.
You will give legal advice to OJD's leadership and employees on a variety of topics related to the administration and management of state courts.
In doing so, you will conduct legal research and answer questions on complex and sensitive legal and policy matters and questions of first impression affecting OJD.
You will also assist in the drafting of proposed legislation or review enacted legislation to assess compatibility with current laws, policies, and practices, advising on legal and policy implications for OJD.
Similarly, you will oversee OJD's contractual agreements with private-sector businesses and other governmental partners, analyzing and recommending legal and policy-based responses to contractual proposals.
You will also assist with the implementation of OJD purchasing and contracting policies and procedures.
Lastly, you will provide training and workgroup support where needed as well as have the opportunity to present at conferences and workshops.
Assigned tasks may be changed to accommodate workload and organizational needs.

The position is FLSA-exempt and is not eligible for overtime compensation.
Occasional after-hours and holiday work is required and may be more frequent during legislative sessions.
