Legislative Administration is seeking one, full-time Accountant 2 to insure accuracy of all accounting principles as they relate to the Oregon State Capitol Renovation Project (OSCR). This Limited Duration position is located in the Oregon State Capitol Building in Salem, Oregon.
This limited duration appointment is approved through June 30, 2015 with the possibility of an extension of up to 48 months with continued project funding.
The Legislative Administration Committee is a statutory joint legislative committee. See ORS 173.710. The committee has a continuing existence and functions whether or not the Legislative Assembly is in session. The committee selects the Legislative Administrator as its full-time executive officer, and the Legislative Administrator employs legislative committee support, facilities, information technology, financial, human resources and administrative support staff. The Office of the Legislative Administrator coordinates administrative operations of the Legislative Assembly and the State Capitol in order to ensure efficient work flow, develops standard formats for legislative manuals and interim committee reports, reviews legislative organization, rules and procedure in cooperation with Legislative Counsel in order to modernize legislative operations including continual study and review of technology changes.
The Projects contractor invoices range from 50-3,000
pages in length, with dollar amount in the multi-millions and are highly complex.
The primary purpose of this position is to ensure accuracy of all math calculations within each contractor invoice submitted for payment, identifying and logging any discrepancies, and following up to obtain resolution. This requires analysis of a variety of non-standard accounting transactions to decide and initiate appropriate entries.
The incumbent will make or recommend changes to eliminate future reconciliation problems stemming from systems, processes, policies or procedures. The incumbent will respond to auditors and other external organizations' information requests and present work products to agency management and external parties.
This position is responsible for maintaining accounting procedures and controls for functions such as accounts payable, accounts receivable, contracts, grants, inventory, purchasing, payroll, etc. The incumbent will interpret and apply laws, rules, regulations, and fiscal policies and procedures to the functions of the Oregon State Capitol Renovation Project.

DUTIES &
Responsibilities:
Accounting Functions:
Receive and log invoices
Ensure appropriate documentation is included for processing
Check all math calculations and initiate corrections with appropriate parties
Reconcile invoices with contracts, purchase orders, receivables, and backup to associated deliverables
Maintain accounting procedures and controls for accounting functions
Set up and maintain account codes and ledgers
Assign appropriate coding to invoices for payment within a highly complex accounting structure is to review all project invoices
Interpret and apply laws, rules, regulations and fiscal policies and procedures
Reporting and Analysis:
Provide accurate tracking documentation
Research and resolve discrepancies on invoices submitted by contractors and subcontractors
Recommend changes to eliminate future reconciliation problems stemming from systems, processes, policies or procedures
Prepare reports to project management and external parties
Provide requested information to auditors and external parties
Purchasing Functions:
Review purchase requests and work with staff to clarify requirements and develop specifications
Provide appropriate cost coding
Maintain records and required documentation of transactions
QUALIFICATIONS, REQUIRED & REQUESTED SKILLS:
MINIMUM
Qualifications:
Bachelors degree in Accounting; (AND)
Two (2) years experience doing independent research and analysis which included making recommendations that resolved issues; (OR)
Bachelors degree in any discipline that includes or is supplemented by one of these requirements:
30 quarter (20 semesters) credit hours in accounting. Credit hours must be upper division from a system of higher education (four-year accredited institution); (OR)
30 quarter (20 semester) credit hours in any of the following: accounting principles, intermediate accounting, advanced accounting, finance, business law, cost accounting, accounting information systems, or auditing; and two years of accounting experience a) classifying, analyzing, and reconciling complex financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing audited financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing and interpreting complex accounts and account relationships resulting in accounting entries; (OR)
15 quarter (10 semester) graduate-level accounting credit hours may substitute for one year of the professional accounting experience. Graduate-level courses used to satisfy the educational requirement may not be used to satisfy the experience requirement. (AND)

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
